GOP Employs Phony Welfare Issue to Exploit Racial Division and Win Over White Voters

Federal welfare program has emerged as a major issue in this year’s election campaign. Republican Party presidential candidate Mitt Romney and his running mate, Rep. Paul Ryan, R-Wis., have charged in TV advertising that President Obama has “gutted” the work requirement for welfare recipients, which was a key part of welfare reform legislation signed into law by President Bill Clinton in 1996. Critics charged then and now, that the welfare reform law, embraced by Clinton and the GOP, unfairly penalized the working poor – primarily mothers with young children.

Multiple fact checks of the Romney claim made in the TV ads, find that the charge is blatantly false. The lie is based on the Obama administration’s granting of waivers requested by several states, in order to encourage experimentation in managing their welfare programs, as long as the changes produce a 20 percent increase in the number of welfare recipients who secure employment.

Many political observers accuse the Romney campaign of consciously employing coded messages regarding welfare by appealing to racial bigotry in order attract large numbers of white voters they feel are needed to win the election. The rhetoric is similar to former House Speaker Newt Gingrich's statement labeling Barack Obama as the “food stamp president,” and similar appeals to racism made by the Republican Party going back to Richard Nixon’s “Southern Strategy.” Between The Lines’ Scott Harris spoke with Randy Albelda, professor of economics at the University of Massachusetts, Boston, who examines the GOP’s use of a phony welfare issue to exploit racial division in order to win votes in the November election.
