The U.S. Senate has begun grappling with its first serious effort to curb global warming. Known as America's Climate Security Act, the bill is a collaboration between Independent Sen. Joseph Lieberman of Connecticut and Republican John Warner of Virginia. It introduces a cap-and-trade system that covers carbon emissions from electric power, transportation and industry, representing three-quarters of all such emissions from U.S. sources. Although the country's share of global emissions has dropped somewhat from 25 percent, the U.S. is still by far the largest emitter of greenhouse gases. Most environmental groups support the bill, but virtually all of them want to see major improvements as it moves through the Senate. Sen. Barbara Boxer of California, chairman of the Environment and Public Works Committee, has co-authored a much stronger global warming bill with Vermont Sen. Bernie Sanders, which would reduce carbon emissions 80 percent by 2050 -- the amount scientists say is necessary in order to avoid massive impacts from climate change. The Lieberman/Warner bill is estimated to reduce emissions by only 50 to 67 percent by 2050. Because of the legislation's limited goals and that it gives away rather than auctions off more than 80 percent of pollution credits at the start under the cap and trade system, Friends of the Earth has been most critical of the bill.
