On June 4, New Haven, Conn., became the first city in the country to establish a municipal identity card that will be made available to citizens and non-citizens alike, including undocumented immigrants. Less than 36 hours later, the federal Immigration and Customs Enforcement agency, or ICE, conducted dawn raids in the city's heavily Latino Fair Haven neighborhood in which 32 immigrants were arrested and taken into custody. Agents had warrants for some of those arrested, but many others without documents were swept up in the raids, according to city officials who condemned the action. Many in New Haven viewed the raids as retaliation for the ID program and an effort at intimidation. After the raids, the neighborhood was gripped by fear, but Mayor John De Stefano Jr. has pledged to begin issuing the ID cards July 1. St. Rose of Lima church in Fair Haven has been at the center of the struggle of the undocumented in New Haven, working with organizations such as Junta for Progressive Action and Unidad Latina en Accion. Its parishioners are mostly immigrants from Mexico, Ecuador, Guatemala and Peru. Some of those arrested by ICE are members of the church, and on June 7, St. Rose was the site of a Mass and protest rally attended by about 1,500 people. He talks about the federal raids, the city's ID card program and the role of the church in the midst of community anger.
